Project Description

The Greater Phoenix Chamber Foundation (Foundation) is soliciting proposals from qualified persons or firms (“Consultant”) to enter into an Agreement to develop a comprehensive Arizona-focused workforce study and subsequent industry-focused workforce gap analysis reports. This Consultant will identify reliable and relevant workforce data sources, develop appropriate analytics, and compile a 30-40 page report for publication. Consultant will also present findings at an event in April or May 2023 at an agreed-upon date. Subsequent to the annual report, Consultant will create six ten-page industry-focused reports to provide insight into the supply and demand talent gaps for agreed-upon industries.

General Information

1.1 Summary Scope of Work

The Foundation is soliciting proposals from qualified Consultants to enter into an Agreement to produce an annual State of the Workforce Report, providing insight into Arizona’s workforce landscape. The report should provide a high-level analysis of Arizona’s workforce ecosystem, broken down by geographical regions, detailed analysis of the Foundation’s six industry sectors of focus, and a summary of the current talent supply at the secondary and post-secondary levels.

The Consultant agrees to prepare the report by April 17, 2023 and present the findings at a live event in May 2023, date TBD.

Consultant also agrees to create six industry-focused reports between May and July 2023, taking a deeper dive into six industries of focus.

1.2 Background

The Greater Phoenix Chamber Foundation (the Foundation) convenes and catalyzes business, education, and community to enhance college and career readiness, develop a stronger workforce, and build healthier communities throughout Arizona. The Foundation, a 501c3 nonprofit organization, leads the charitable and education initiatives of the Greater Phoenix Chamber under the four pillars of education, workforce development, wellness, and research.

Data is a critical component of the Foundation’s education and workforce strategies, including the Annual State of the Workforce Report, which has been produced for the past three years.

1.3 Scope of Work

The Consultant selected will be responsible for identifying supply and demand workforce data sources, validating, and ensuring the integrity of data analysis.

Key deliverables include:

1. Identify key data sources for workforce supply and demand

Once awarded the contract, the Consultant will work with staff to identify reputable supply and demand workforce data sources.

2. Develop and maintain a timeline to deliver the final reports

The Consultant will work with the Chief Innovation Officer to develop and meet a timeline and key milestones to ensure the delivery of the final reports according to the deadlines outlined in 1.1 Summary Scope of Work.

2.1 Qualifications

The Consultant will have a proven track record of producing high-quality economic and workforce data reports. The Consultant will employ excellent communication skills, both verbal and written. The Consultant must adhere to the established deadlines as set upon contract award.

2.2 Timeline

The term of this agreement will run through July 31, 2023.

3.2 Proposal Requirements

Vendor’s qualifications experience and references

  1. Provide resume, including background and qualifications, of all key individuals involved in the proposed scope of work.
  2. Describe experience doing similar work and accomplishments relevant to this scope of work from the last two years.

Proposal Details

The proposal should include a high-level summary of proposed activities for report data (i.e. surveys, focus groups, etc.), an outline for the report, and a timeline for interim deliverables.

Fees and Fee Schedule

Detail all costs incidental to the contract in your proposal. The vendor will only be allowed to charge for costs listed in the proposal. Fees will not exceed $28,000.

3.3 Vendor Requirements

This RFP is in relation to a subcontract with Maricopa County. All Subcontractors are required to comply with and submit appropriate documentation for the following:

Non-Discrimination

Subcontractor agrees to comply with all provisions and requirements of Arizona Executive Order 2009-09. Executive Order 2009-09 supersedes Executive Order 99-4 and amends Executive Order 75-5 and is hereby incorporated into this contract as if set forth in full herein.

During the performance of this contract, Subcontractor shall not discriminate against any employee, client, or any other individual in any way because of that person’s age, race, creed, color, religion, sex, disability, or national origin. Verification Regarding Compliance with A.R.S. § 41-4401 and Federal Immigration Laws and Regulations

By entering into the contract, the Subcontractor warrants compliance with the Immigration and Nationality Act (INA using E-Verify) and all other Federal immigration laws and regulations related to the immigration status of its employees and A.R.S. § 23-214(A). Subcontractors shall provide statements certifying compliance and shall furnish the statements to the County procurement officer upon request. These warranties shall remain in effect through the term of the contract. The Subcontractor shall also maintain Employment Eligibility Verification forms (I-9) as required by the Immigration Reform and Control Act of 1986, as amended from time to time, for all employees performing work under the contract and verify employee compliance using the E-Verify system and shall keep a record of the verification for the duration of the employee’s employment or at least three years, whichever is longer. I-9 forms are available for download at www.uscis.gov.

The County retains the legal right to inspect documents of Subcontractor employees performing work under this contract to verify compliance with paragraph 12.32.1 of this section. Subcontractor shall be given reasonable notice of the County’s intent to inspect and shall make the documents available at the time and date specified. Should the County suspect or find that the Contractor or any of its subcontractors are not in compliance, the County will consider this a material breach of the contract and may pursue any and all remedies allowed by law, including, but not limited to suspension of work, termination of the contract for default, and suspension and/or debarment of the Contractor.

Confidentiality of Client Information

  1. The provider, its personnel, volunteers, interns, and subcontractors unless otherwise exempt, shall adhere to all federal, state, and local laws regarding confidentiality including, but not limited to the Health Insurance Portability and Accountability Act (HIPAA) Pub. L. No. 1-4-191 (1996) and regulations promulgated there under.
  2. Personally Identifiable Information (PII) is any data that could potentially identify a specific individual. Providers shall ensure information containing participants’ PII is only transmitted securely via electronic method or hard copy
  3. Prohibition: Providers, personnel, subcontractors, volunteers and interns shall not divulge or release participant information to anyone aside from the County without a court order.
  4. Release Authorization: Release of records containing participant information requires a signed authorization/release form executed in accordance with current state licensing and federal standards.
  5. All release authorization forms shall be maintained by the subrecipient and indicate the person or agency to receive the information, the specific information to be released, and the expiration date or event triggering the expiration date of the release and shall be signed by the participant.
  6. Release forms shall meet all federal and state requirements, as applicable and including, but not limited to, 42 CFR Part 2 (Authorization for Use and Disclosure of Protected Health Information form). Unless the subrecipient is otherwise exempt, disclosures must be accounted for within 45 CFR 164.528 (Accounting of disclosure of protected health information.
