PHOENIX, AZ – The Greater Phoenix Chamber has announced Shannon Butler, Executive Director of Government Affairs at CVS Health for the West Region, as the new chair of its Public Affairs Committee, succeeding Susan Anable, Market Vice President for Cox Communications, after serving as Chair for the past twelve years.

The Public Affairs Committee plays a critical role in the Greater Phoenix Chamber’s advocacy efforts, helping shape the organization’s public policy priorities and ensuring the voice of business is represented on issues affecting Arizona’s economy, workforce, and quality of life.
“The Greater Phoenix business community is evolving rapidly and plays a critical role in shaping our future by ensuring business voices are connected, heard, and at the table,” said Butler. “I’m honored to serve as Public Affairs Chair at such a pivotal time for our business community. I look forward to working with the Chamber to bring leaders together to focus on our economy, expanding opportunity, and helping to shape our thriving state.”

During her tenure as Chair, Anable led the Chamber’s public affairs efforts on key issues impacting businesses across the region and state, working alongside Chamber members, business leaders, and policymakers to advance policies designed to strengthen Arizona’s business climate and support economic vitality.

In her position, Butler directs and oversees government and regulatory relations for multiple states, developing political strategies, providing input on public policy, and managing legislative and external issues that affect CVS Health and their enterprise, including Aetna and Caremark. Butler holds leadership positions on several boards, including Arizonans for Affordable Health Care Coverage, the Greater Phoenix Chamber, and the Arizona Retail Association. AZ Business Magazine recognized her in 2024 as a top 100 business leader to watch, the Arizona Capitol Times named her a 2024 Public Policy Leader in Health Care, and she was an ATHENA Award – Private Sector nominee in 2024 and 2025.
